In 2007, after a 31 year policing career in Halifax, Roger joined the Nova Scotia Department of Justice, Public Safety & Security Division. As Director of Public Safety Investigations, Roger is responsible for the Public Safety Investigations Section including the Safer Communities and Neighborhoods Program, the Rewards for Major Unsolved Crimes Program, the Provincial Civil Forfeiture Unit, and the Provincial Firearms Safety Program. Roger is also the Director for the Provincial Security Intelligence Management Service that collects and shares intelligence information with a variety of partners.

In 2013, Roger developed and implemented the Nova Scotia's CyberSCAN Investigative Unit that conducts investigations under the Cyber-safety Act as a response to cyberbullying and its destructive effects.
